The reason high magic is more "powerful" is because it typically deals with spirits and gods. Is it more powerful though? I think each type of magic has its effectiveness.
The distinction comes from how it is practiced, and what the outcome is. "Low" magic typically deals with more mundane topics (love, finding a job, etc), whereas "high" magic deals with more spiritual aspirations, which leave the soul in a more pure state.
I think the terms get misconstrued at times. For instance, is summoning demons a "high" art? Personally, I would say no, since it certainly would not aid in spiritual evolvement.

High Magick, in my pesonal opinion, is misleading. The term High Magick was popular in the era of royalty hired "sorcerers". This meant that they were serving the king and High Magick usually kept them from being excecuted for these of witchcraft ( so long as they got the desired results). High Magick was also a safety net for them, as it is, by it's very nature more time consuming. So if the king became impatient, the time consuming methodology of it was enough to keep the king subdued. As a personal rule, I don't consider magick that doesn't fall into high magick "low magick". To me, it's just magick. The simple fact for me is that High Magick is only a formality, it's meant to impress, not nessicarily return results. I have a High Magick book somewhere, and while I find it quite informative, it is rather lacking in functionality. These are just my observations and opinions though, so I'm not at all claiming to be right. I will say this though, if you're into alchemy, High Magick is probably a good thing to read up on.

Alchemy is basically chemistry and magick combined. Now, High Magick itself, has no alchemy, but alchemy has High Magick. To the best of my knowledge, while there were numerous claims from people claiming they changed lead into gold, none were ever proven. Alchemy was never an exact science, and to bend the laws of physics isn't possible by any means on this planet, but alchemy also had a major role to play in medicine and phamaceuticles, so some of it is valid, they did alot of research into herbalism and had furthered our knowledge into their uses more in their hay day then almost any other practice, they were the movers and shakers of the medical world. So while not 100% effective, they had their moments!
